In 2025, Washington state marijuana retailers seem to be working harder to earn your dollar. Every day it's a new promotion, some weed dispensaries are offering anywhere from 45 to 50% off. What it means is now the mature marijuana market in Washington state is in decline.

The total value of cannabis sales, which bring in hundreds of millions of dollars in tax revenue to the state each year, has declined in 2025, continuing a slump now in its fourth year. Local pot shops and the state’s cannabis board point to a flooded market without a growing consumer base as a reason for the decreasing revenue, even as the volume of marijuana products sold holds steady.’ 

When COVID hit the cannabis market exploded in Washington state. Now, in 2025, things are a lot tougher. To put this into context, there's a 47% tax on all Retail marijuana sales in Washington state. Add some of the current discounts that are available and that leaves an almost nonexistent profit margin.

Retail sales of marijuana in 2025 in the first quarter were down 25%. That's about $280 million retail and that sounds like a lot of money until you compare it with the first quarter of 2021, $370 million. 

The number of weed dispensaries in Washington state in 2021 was approximately 400. Now in 2025, it's almost 600. Now you have more retailers fighting for a dwindling market share.

So where is this decline and discount pressure coming from? The Washington State Cannabis Board cites a few items, a surplus of product, changing consumer habits. 

Dispensaries in the Seattle Tacoma area are resorting to promotions, including giant giveaways and discounts to draw customers.
